Regional Road Retrieval System (RAPS) was designed to determine whether a state license plates on a particular type of vehicle with registration in certain administrative regions (Russia, Belarus and Ukraine), the approximate date of issue and the possible affiliation physical, legal person or government agency (Ministry of Defense, Ministry of Internal Affairs, diplomatic missions, government transport companies, etc.). The purpose of the program is not a refinement of information about a specific owner who does not work against the constitutional rights and freedoms of privacy, but also to narrow the search area of interest license plates.
